Health ministry violated regulations when purchasing Tamiflu, reports say

HA NOI – The Government Inspectorate has alleged that the Ministry of Health and offices under the ministry committed violations when they purchased Tamiflu in 2005 to prevent an A/H5N1 flu epidemic, according to local media reports.

From 2003 to 2005, there were 91A/H5N1 flu cases. The MOH proposed storing 30 million pills which contain the active element Oseltamivir phosphate, which could be used to treat 3 million patients, according to the reports.

The Inspectorate said that the ministry's inaccurate calculations forced Viet Nam to purchase the materials from India to produce the pills in 2005 at double the cost.

The Government spent VND562 billion (US$28 million) to purchase the materials.

The ministry's examination council had also failed to properly complete their job, the reports said.

In the working report between the council and four companies that were producing the pills, there was no content relating to price negotiations, there were no signatures from company representatives and there was no clear concluding examination from each company.

Former Minister of Health Tran Thi Trung Chien, who held the position from 2005 to 2006, has refuted the reported Government Inspectorate's investigation results yesterday.

She said the draft conclusion was not comprehensive and did not have adequate evidence. — VNS (to be updated)
