infrastructure system, saying that this is one of three breakthroughs
required to implement the socio-economic development strategy for
2011-2020 adopted by the 11th Party Congress.

development orientation, in accordance with the socio-economic
development strategy for 2011-2020, combining rapid development and
sustainable development and considering quality, productivity,
effectiveness and competitiveness as top priorities.
The
committee needs to refer to the socio-economic development targets and
orientation and construction of the common infrastructure for the whole
country, to map out a development pathway for each region, each key
development region, each urban and rural region, industrial zone,
service area, agricultural area, province and city.

policies mechanisms and solutions, he noted more attention is needed on
vital issues to attract more domestic and foreign social sources and
address the trend of low quality and ineffective investment.
